throttle body question

i was removing the a/c stuff from under the hood of my 91 LX Notch 4 cylinder today(a/c didnt work) and had the air intake hose off to make some room....before i put it back on a manually cranked the throttle body open just to see how dirty it was inside....i noticed that with the throttle cable pulled all the way open the throttle blade was only open about halfway.....anyone have any ideas as to why?...i looked at all the linkages and they looked fine(no bends or stretched cables that i could see)....this would explain a little of my "lack of power" problems(i know its a 4 cylinder).....anyone ever had this problem?
