ok im changing my tie-rods and tie-rod ends so i can get it aligned and not wear out my new tires and my dad told me i cant do it yet because i need some special tool that he is going to have to make and im tired of waiting for him to make this tool so im wondering what is invlolved in changing these and do i need to so called "special tool" my dad is talking about??

Sorry for the brief reply earlier - I was preoccupied.

Actually the tool for the inner is like a 20 foot long socket.
One also deals with the retaining pin which is present in some racks - often this is a rivet. One can just punch/chisel the rivet out.

FWIW, when I did my rack, I compared prices for new inners vs a reman'd rack, and the reman'd rack was not much more money.

Good luck.

i just decided to get it done at a shop and its goin in on thursday got tired of waitin on my dad for that tool and i dont wanna wear out my new tires so im just gonna pay to get it done....
