Timing Question

I just put my engine back together and will not turn over. I know that it is the timing. I was wondering what the proper way to set the distributor. I went to http://*******.com/index.php/topic,7114.0.html and followed the directions. I was confused about the point where it says to turn pulley to TDC and then it shows the timing line at 10 degrees. I was wondering do you match the timing line to 10 degrees BTDC and make sure that the rotor matches up with the first point on the cap. Thanks for any help.
 
pull #1 plug out with distributor out. hold your finger over spark plug hole. rotate engine until air pushes from cylinder. you can usually see in the cylinder with a flashlight to see when up. align harmonic balancer to 0 degrees. you are now top dead center.drop the disributor back in and point the rotor button right at the #1 cylinder spark plug wire where it will sit on dist. cap. should fire right up.
