UNTIMEABLE TIMING

I am trying to adjust my timing. I noticed that the pointer and the tdc marks on the harmonic balancer do not match. I found the tdc by removing the #1 spark plug and bumping the motor until I found the compression stroke and then hand turned the motor to get the piston at the top. The timing marks are about an 1 3/4" to the right of the pointer. what are the possible reasons for this? The car is a 95 mustang gt with a 302. Its been bored 30 over and has a bigger cam, alum. heads, and some other after market parts. I bought the car about 3 months ago. The reason i'm messing with the timing is because the previous owner removed the spout and ran the car between 25 and 30 degrees advanced. This made the car start hard, but he said it ran better that way.
 
The timing mark is probably off because of outter ring slippage on the balancer. You could spend the 60-70.00 and get a new stock balancer or your could buy a 5.00 timing tape to correct it until the balancer finally goes bad.
