Too Much Fuel = Surging Idle/stalling???

As soon as I start the car the idle surges up and down and acts like it wants to stall, then does. I have just about checked everything on the "surge/idle" sticky here.

I pulled a newly installed plug and it was extremely wet with fuel. The exhaust smells extremely rich too. Would that cause the surging idle and stalling?

My fuel pressure is at 30lbs. w/vacum line plugged in and 38lbs. unpluged (Kirben regulator)

Thanks for any input.

 I just noticed that you have checked the surgin idle sticky. Sorry.

It is wet in every cylinder or just one? You may have a stuck injector.

My car behaves much the same way when cold. I'm working on tracking it's issue down also. When it's warm it's hit or miss if it'll idle right.
