TPS question - going to make myself look a fool here

I have what may apear to be a stupid question but....

Do I have the car running, or ignition on not running, or off when I test and set the TPS?

Thanks. That would probally be the reason I couldn;t get a steady reading on it yesterday. Although after screwing with it, and the idle screw setting the car does run really nice now. I changes the t-stat to a 160 and it was running too cool. I put a 180 in and it still runs really cool. Might be a bad temp sensor. But anyhow, the idle crept up afterwards and was rough. The car was wanting to lunge forward at stoplights and shifting has been rough becuase of it. So after checking the TV cable, and adjusting the idle and TPS last night things are much better.
