Trouble passing emissions HELP NEEDED!!

I have a '97 GT and can't pass emissions. The problem is that supposably my two driver side o2 sensors are not working. I switched those out same problem. I switched the harness to the o2 sensors, which also connects to the speedo sensor and reverse lights sensor that also don't work, but after switching the harness still same problem. I even switched the computer with another '97 GT and still same problem. I don't know what to do anymore, any help would be apprciated.

Also I'm in Harris County, Texas an emission county. What if I took it to a non-emission county like Liberty and had it inspected there. Would I be able to do that?

Oh yeah, forgot to mention I checked all the fuses, but same problem.

what do you mean by you replaced the harness. Do you mean the harness for the entire engine controls? because this seems like a harness issue.

The harness I replaced was a thin that ran to the sensors. I didn't replace the big thick ones in the engine bay. I don't even know where to start with those.
