vacuum questions

hello i have a 95 with t5 with a ford crate motor made in 2000 in it. it has 2000 heads on it too i believe. anyway i was doing a vacuum test on it today and it read 22 psi at idle. is this right. it is totally stock except for dual exhaust. when i rev it fast the gauge drops to about 8 psi then goes back up. but if i rev it easy it will climb to 25. when i do rev it up quick it hesitates for a second, then revs and you can hear the air through the air filter loud. my sis has a 98 v6 and hers revs instantly. what's the deal.

Mine usually pulls anywhere from 17-19 in/hg (not psi, btw ) at idle. The gauge shows an immediate response when I tap the throttle so I don;tknow what would cause yours to hesitate for a second; maybe its a slightly sticking throttle?? If I am revving it to 3K, for example, and then completely come off the gas, the vac gauge will dive to close to 21 in. or so, then as it gets closer to idle speed, come back up into the 17-19 range.

i pushed the throttle on the motor itself, not through the car. when i rev it quickly the motor shakes and hesitates for a second while the gauge drops quickly to about 8. then it comes back up slower than it dropped.

Could it be a timing issue then?
