I'll be honest with you. To put your car into the 13's, you're going to be spending some serious money. If you wish to make serious power, you have one of two choices. Either go with a power adder(nitrous or supercharger which you said you already dont want to do) OR upgrade the cylinder heads in your car to the PI cylinder heads found in the 99-04 GT's.
Ide also recommend stepping up those gears a bit as well. Especially if you upgrade to the 99+ cylinder heads as with those cylinder heads, you'll have a broader power band.
Should you decide not to go with either of these options, then there is only one other possible choice you have to see 13's but I seriously dont see it happening considering your best so far is a 14.95. You can try buying every bolt-on under the sun including the following.
If the cold air intake you already have has a 90 degree bend in front of the MAF meter or is made of metal, ditch it. It will only cost you power.
Headers(long tubes)
Mid-pipe(preferabley an x over an h for better top end power)
Cat-back(magnaflow since they seem to flow better than others)
under drive pulllies( Steeda or any other kind that is not piggy back styled)
Gears(3.73 for the five speed and 4.10's for the auto)
Ignition timing adjuster(or just get a dyno tune, your choice)
Port and polish your stock plenum and throttle body(or you can buy a new one but I porting and polishing your stock plenum would be cheaper)
Suspension work(adjustable upper control arms, solid lowers, sub-frame connectors, 90/10 front struts and maybe some other small things)
15in racing wheels for the rear(use at track only) and some drag slicks combined to them
Empty out your trunk and maybe ditch the rear seat
Finally, practice, practice, practice.
With all of these mods and maybe a few smaller things, you may see high 13's but thats going to be very difficult.
