Weird Idle (Yes I did a search)

Let me start at the begining, I started having a weird idle surge about 3 months ago when my rpm would hover around 1500. I replaced the IAC and the TPS and the problem went away. A month later I took the air filter off while the car was running and I put my hand over the MAF (don't ask me why) and killed the motor. When I craked the car back up the idle was very low (around 600 RPM). Since then I replaced my plug wires, plugs, cap and rotor, and cleaned out my TB in one sitting and now my idle is at about 850 to 900 rpm but when I give the car gas it revs up really good but when coming back down the idle sticks at 1500 for a few seconds and then very slowly idles back down and sometime it suges a little and sometimes it won't. I have check for vacuum leaks, cleaned the MAF, and had the codes pulled (67 and 111). Any help would be much appreciated.
 
Check the TPS. See the Sticky at the top of the forum "Help me create the Surging Idle Checklist" for information on how to set it and other hints.
 
From the Surging Idle sticky, one of the indications of a bad TPS is an idle that goes high and will not come down unless you turn the ignition off. Is this your problem?

No that was my origanal problem. It now idles between 850 and 900 rpm but when I give it gas it revs up fine but when the idle comes back down it will stick at 1500 rpm for a couple of seconds and slowly come down to rest at 850 to 900 rpm.
