Are these torque box reinforcement plates okay to weld down? The area surrounding it and i was wondering how that upper torque box plate (that is not snug against the floorpan) would be welded down?

They are ok to weld down. You would probaly beat down the plate with a hammer until it was flush with the floor. I wouldn't want to weld that big of a gap, but I'm not that goods of a welder
