Since basketball has been over for me, most likely forever, i have once again started on my car. i am grinding all the old paint off with a couple of buddies and its going pretty good. im having one of my dads friends come out tomorrow to look at it and tell us what else we have to do to get it ready to primer and paint it. so i would like to make a webpage for it, like cardomain or something like that, so i can show some progress pictures. thanks

Microsoft Front Page and Macromedia DreamWeaver are both popular options. DreamWeaver is the better product in my opinion.

Not legally, no

Realisticaly if you don't want to spend any money and are looking for something that's easy to use one of the free webhosting services like geocities might be best for you.

learn html and css. you'll be able to produce the best pages with pure skill. dreamweaver is terrible cause it adds the most insane amount of unnecessary code and so are other wysiwyg (what you see is what you get) programs. just take a couple days and learn some html and css

I have to Vote for MS FrontPage 2000. Easy to learn, and you can master it pretty quickly.
