Just like the title says, I know that KOEO is with the engine off, and KOER is engine running, but why does it matter if the engine is running? Also, would you not get the same codes if you ran the test just KOER?

KOEO = Key off / Engine Off

KOER = Key on / Engine Running.

Two different sets of tests that your computer can spit out codes for.

Close, but not quite perfect...

KOEO = Key On/ Engine Off (you can't get codes with the key off - no power to the computer's main circuitry. There is only stand by power with the key off to maintain the KAM memory)
