Hi. I’m trying to help my son. Would somebody be able to identify a part based on the picture I’m going to submit. The black piece under the front bumper (hanging down). Can anybody be able to tell me specifically what it’s called so we can order the appropriate part or clips

We always called that the "chin spoiler" but I'm not sure of the OEM part name.

Any idea if I would have to replace the whole thing or if it’s something that requires clips? I’m trying to figure out exactly how I can fix or pull this thing up

If its not broken try some bolts nuts and washers. If necessay drill some new holes under there. Can't see it from up above. Can't be too hard.

I made wider mounting points for mine because every time you bump it it breaks the mounting points on the bumper. My new mounts push free if the chin spoiler is hit allowing you to just re-attach them. I used some small binder clips and epoxied them to the metal.
