what would you do?

im trying to figure out what i should do about the trunk area of this 66 coupe i just picked up. there are a few minor holes, nothing major that i've seen. its between:

1)media blast the entire trunk area then por15
or
2)clean area and por15

3) Clean and vacuum everything out of the trunk. Blast or wire wheel the bad areas. Cut out areas where metal has lost structural integrity and weld in patches. Then Por15.
