Where to start with the tweecer R/T

Ok because of everyones input on the tweecer I think I am going to go ahead and purchase one. I know it will be rough to learn at first but i think once i get the hang of it my car should have a good tune. I just have one last question. I dont' have a laptop and don't plan on getting one but is it ok if i just bring my pc down in the garage and tune it or do you have to be driving the car around in order to get a tune. Thanks again for everyones input and help.
 
Things like changing rev limiters and such can be done on the home computer. If you do a search under my name, there just recently was a thread I started about some confusion I had. That alone should give you enough information for a few weeks. Well, at least for me anyway. :D
