Which way does the H-pipe hanger go?

Are the stamped loops that hold the rods coming off the H-pipe supposed to point up or down? I just tried to hang the pipe, I thought I had the thing right-side up but I can't get the pipe high enough... Maybe they're supposed to drop?

Mine point up. I had a problem where my H-pipe didn't hang high enough so I eneded up using a torch to heat up the brackets on the H-pipe and used a pair of support lift stands and slowly jacked them up. Raised by H-pipe from gravel-dragging territory to 2" higher.

I dont use them, I cut them off the H pipe
