why cant i attach files?

When i try to attach files to a new post, i get this:

What am i doing wrong? Under forum rules it says:
You may post new threads
You may post replies
You may post attachments
You may edit your posts

I am obviously doing something wrong, somebody help me!

i think you have to have like a hundred post to attach files... i could be wrong though

there ya go. But how do you post pictures that are saved on your computer?

when you click on reply you just go down to manange attachments... Then you just attach them
