If the shop is by the book 2 cats will not pass a visual. Why not just buy an off road h and install after the inspection, then swap out again when it comes time for a new sticker. It's an easy swap maybe about what 8 bolts

I did that for about 10 years, It gets old quick. I finally bought high flows last year. Stay away from the big national chain shops, they will stick you on every little thing. Ask around, local car guys know the shops that will pass you
