Will not start after morning dew/frost

I have a 93 2.3 that will not start in the morning if there is dew or frost. This is becoming a major problem as it has caused me to be late to work several times this year. I have replaced the plug wires and checked for any damaged wiring. Not sure what is the culprit. The coil packs and ICM have also been replaced in the last few years.
 
does the engine attempt to fire - or is there nothing?


things that might be - ICM, DIS sensor at crank. also verify coil packs are good. once it runs - unplug one coil pack and see if it runs. then plug it in and see if the other does as well.

Also, when you turn key to on mode - do you hear the fuel pump? should engergize for 3-5 seconds then shut off. I had a bad computer (replace everything else before this) that would not start the car or fire it. I would crank and crank and nothing. I heard the fuel pump run and run and run - and no start. once i heard the pump shut off, turn the key and the car ran great. So, I would sit with the key on and listen, once the fuel pump cut off, sometimes this lasted over 2-3 minutes, i'd turn the key and it would crank right up. only happened 1st thing in morning or afternoon when it was sitting for a long time. found a almost new computer in the junkyard , swapped out and the problem went away.
