hey
ill make it short and sweet, unless im mistaken its a bad tps not everything new is good. If your old one is seeing the same voltage then you should be looking elsewhere for a problem, ecu and wiring including grounds.

Check the Orange/white wire for +5 volts +/- .25 volt. If it is OK, then replace the TPS.
No +5 volts on the Orange/white wire, look for bad connections.
Check the Orange/white wire at the EGR & MAP/BAP, no +5 volts, check pin 26 on the computer. No +5 volts there, computer is bad. If the +5 volts is OK on pin 26, then you get to chase through the wiring harness to find the bad wire/bad connection.
