I would watch out with that 86 bottom end, there are head/cam comboes that don't work on it.
I think if your planning to stay non mass air, go with GT40s or 40Ps (explorer motor would be perfect to snag), stock HO cam, Cobra/Explorer/GT40 intake, all the bolt ons (TB, Pulleys, exhaust, AFPR). toss in a 3.55-4.10 gear and a T5 with a solid shifter and clutch and you should have a quick car.

In order to attain the HP required you'll need more than GT40 heads and a cam regarless of how good the tuner is. Your best bet is SC the car or NOS inorder to attain the 300 plus mark. Pistons will limit your cam selection and SD will likely cause issues with any cam that would be required to make use of a decent set of heads like AFR TW and or Eddy. Switching to mass air would be ideal for a head/cam swap...not absolutely necessary, but as I can attest to the car CAN become a nightmare to drive on the streets if the car doesn't like the new components. I would suggest you re-evaluate what you want from the car simply because 'as is' your quest is going to be quite involved and expensive (2000-3000) to attain your stated goal.
.You hate the fuel cutoff at 6250. I dont think you need to be revving a stock HCI car that high. 5250 tops.
But if you really want to take the limiter off...you are going to need some sort of J3 port tuner (tweecer / PMS) or a custom tune. Thats another 500 bucks.
Best bet is still the explorer motor swap with some tranny work. That will get you to your goals. Probably around 2500 bucks if you search for deals! Good luck man
