Cylinder Heads - too much - 347

Hi, just wondering if stage 3 tfs tw heads are too much for the 347, and emissions tests. Or is it mainly the cam choice that affects emissions, is it possible to go to far with the cylinder head choice... for eg. I saw a set of heads for a pretty decent price... but I they will likely be choked off by my cam choice... should I just stick with the basic tfs tw heads.
 
I'm not sure about emissions. But for the most part i was under the impression with the right cam, almost any head can pass emissions, as long as there is no visual inspection under the hood or no info required about the parts being smog legal.

Stock TW's, will be undersized for a 347, probably come in 50rwhp short of the cars potential. (depending on the rest of the combo).
 
I don't think TW heads are undersized for a 347 at all.

Yes the cam is the main determining factor when passing emissions when it comes to engine parts.

Why get a stage 3 head that flows like a garden hose if you're going to choke it with a stock or similar cam? Just get the regular heads.

Unless you get a cam that is comparable to the Stage 3 TFS heads then their is no point in getting them. If your going to get that aggressive of a head your going to need a Cam and Intake that will all compliment each other. If you don't then your just leaving HP on the table and throwing money in the toilet. If you want a nice set of heads that will flow good w/ that 347 Id go w/ a set of AFR 185's a good matching cam and an Edelbrock Victor intake or TFS R
