Fixed a buddy’s Fox with a similiar issue and it was the intermittent wiper controller. I believe you can bypass the box and then check to see if you have low and high speed. If you then have two speeds then you know the problem. If you don’t it’s most likely the motor itself or a wiring issue.

I had a similar issue in my 1992 8ft high junkyard monstertruck on 49's..Changed one of the wiper plugs that had a crack in it plus sealed the plugs w/ dielectric grease and the problem stopped....

When it works when dry and not when wet tells me that somewhere around the top power plug area you have a spot that allows water to cause issues on either the wiper motor or the plugs themselves...

Simply changing the $30 wiper motor should fix the problem...

Good Luck

When it works when dry and not when wet tells me that somewhere around the top power plug area you have a spot that allows water to cause issues either inside the wiper motor or the plugs themselves most likely due to a bad cowl to hood seal...

Simply changing the $30 wiper motor or the powerplug should fix the problem...
