Shifter won't move because there's no brake lights. The shift interlock isn't "seeing" that your foot is on the brake.
Does the high mounted 3rd brake light work?
Have you checked the fuses in the battery junction box and central junction box? Especially F2.33, F2.41, F2.35, F2.17.
Also wouldn't surprise me if a blown fuse is the reason for the crank with no start. Pay close attention to the part about PATS prove out and confirming that the fuel pump "primes" at initial key on.
