1990 convertible 5.0,switched to a manual several years ago I drove it last summer parked for the winter went to start this year and the fuel pump comes on but will not shut off it will only start when I take the intake tube off and spray starting fluid in it.I reattach the intake tube back on it it will run an idle.when i shut it off it won't start back unless i spray starting fluid again.It holds fuel pressure on the gauge.Alternator was charging 17 volts idling for some reason.My battery went dead overnight.Has a parasitic draw. I pulled the fuse out one by one and my test light didn't change any

Several issues here. One is that the fuel pump just stays running and that screams the ECU needs to be sent to ECU Exchange and rebuilt. The other it that not all parasitic draws can be eliminated by pulling a fuse. There are a couple of fusible links on the starter solenoid that have non-fused draws. If you swapped over to a mini starter then that could be the draw as well. You need to figure out the 17 volt charging issue as well.
What all has been down to the car? Mini starter, 3G swap, stereo, etc. Anything that is not stock needs to be listed.

Try to pull codes, a.constant fuel pump running is usually a computer glitch, if you can't get codes.then the computer need checked out.......

Yeah but I didn’t mention pulling codes as that should be the first thing we do.
When you check for codes at a minimum you should get an 11 then a 10 and then an 11. This means there are no codes and everything checks out good. If you get no codes or the ECU does not perform the tests then it most likely your ECU.

The first thing I would do is probably slap the fuel pump relay with something hard. They do get stuck in the on position.

Stock starter,stereo, nothing has been done to car.I had alternator checked they said it was bad,so I ordered a new 1 and fuel pump also.Once I spray with starting fluid starts right up,I can shut it off and start without fluid a couple times.
