1997 Cobra mustang

There is a 1997 Cobra mustang for sell with 94,000 miles on it. There is a ticking noise on the driver's side and the paint isn't in good condition. Are there lifters in a DOHC motor? What could cause the ticking? When does the timing belt/chain need to be replaced? The VIN# is 1FALP46V1VF169490, should I consider purchasing this at 10k?
