Valve Float, is the inability of the valve springs to control the valve ie; over revving. (But then you kinda knew that) also week valve springs (you know this too) both of these conditions will produce ill fuel mileage, not what's going on here.
The workings of the purge valve, in this case the possible non-working, is interesting.

Yes I would say it is a 194 bulb.
My initial big issue is in did a terrible fuel economy but I don't think I'm suffering from valve floating.
the other issue is the charcoal canister was absolutely over saturated and the raw fuel smell is horrible besides the risk of a fire in the engine bay. I got to the conclusion that the purge solenoid valve is not evacuating the gas vapoprs stored in the canisted and it just couldn't keep the vapors inside to be withdrawn by the intake manifold via the purge valve. I dont want to delete that system but don't want to take no more chances of a spark to ignite my engine bay.
I have that light bulb waiting to see it light up when the ECU sends the ground signal thru pin 31 but noting happens. also I have a DVM and no ground is present under any operation contidionsIdle or cruising.

Ditch the bulb as a test, pull vacuum on the valve if you have a little hand pump and see if it fires and releases vacuum when keyed on.

I don't have a vacuum pump but I have two or three vacuum gauges. I will do what you suggest, I will install one of those gauges and see if anything happens
