2002 Gt - Horn Wont Work

I have to get my car inspected and just noticed my stinking horn aint working, I looked up the fuse diagram and the the fuse is good, according to what I looked at it's the fuse in the #1 slot, 20 amp, I went ahead and replaced it and same thing, when I push the horn in I here a click under the dash, it worked barely like one time then quit again, any advise on what to check? Also the cig lighter next to the shifter is dead too, looks like then run on the same circuit.
 
The click in the engine bay is likely the horn relay. Since I happen to know that horns fail more often than ppl may realize, if this were my car, I would test the horn directly from battery. If no sound, the horn is bad. A trip to your local salvage yard is in order. Take the old horn with you. Ford uses the same horn in many models but the bracket may be different. The salvage yard may be able to match the horn but not the bracket. So with the old horn assembly you can make a functional unit with new horns.

If the horn works directly from battery, then a test of the horn relay is needed.
