92 5.0 almost starts

I Recent did some work where i had to take the upper manifold off (GT40 manifold). I replaced the fuel filter and battery cables. (I have an MSD).
This is all stuff I have done before. Everything seems to be okay.

1) I do not hear the fuel pump come on when I turn the key to the run position... (It always has until now).
2) I have ford cod reader.. (last used 10 years ago). When I turn the key to the run position and press the test button... nothing happens. No test cycle and no codes. Should something happen even when cold?

I would think the fuel pump is bad, but could the MCU have gone out,

When I turn the key to start, it cranks and kind of starts, but dies like its not getting gas... No fuel pump noise. I did buy a new fuel pump relay, it did not change anything, That is another odd story.

Fuel pump or worse issue with the MCU?

Typically if you cannot read codes the ECU needs to be refurbished. Is the battery in the code reader good? Could also be that the code reader died.

I did put new batteries in the tester. I am hoping the tester died... I don't know anyone with ODB 1 I can check against......,

I see Autel sells a cable that will connect ODB I to OBD II tester,. Has anyone tried that?

Does the CEL come on when you turn the key to on?
You can do the jumper wire test to make fuel pump run on the test connector.
