The A/C started blowing hot air so I figured it needed to be recharged. 2 lbs and 3 oz was added of freeon. tried to turn it on and noticed the clutch not engaging. we jumped the pressure switch that is on the canister firewall and nothing happens. we turned on the defrost and had that on full blast and the cooling fans kick on and off. I am at a loss what am I missing on checking?

I'd check for power at the compressor, I'd check the fuse and I'd check for voltage at the ccrm. It controls AC function, fans etc.

What pressures did you have on the gauges when you added 2lbs of 134a?
