99 Cobra Bogs Down When Changing From 2nd To 3rd When Driving Hard.

I just bought my 99 cobra vert about 2months ago. I noticed sometimes when i am out playing and i get on it. When i go from second to third the motor seems to bog down. Not sure what the issue is. I got a check engine light on so i went to an auto parts place and the code came up as restricted flow between the catalytic converter. Could this be the issue?

I found out that i had spun the tire on the rim and the traction control was kicking in. Ruined aTOYO proxy tire. Had to purchase 2 new nittos.
