AC Blower issues... heater core?

I've got a 99 GT with just a touch under 70k on the odo. Lately, when I turn on the air conditioning it only blows on the highest fan setting.

Settings One, Two, adn Three blow very little. You can hear the fan working, but not very much.

It still blows nice and cold, just not hard unless it's on full blast.

Is this a relay of some sort or do I have a bad heater core? Nothing is leaking, that I can tell.

i have a truck the same thing happend and it was just a relay. it would only blow on highest setting i vote relay.

its the blower speed control relay. there not that expensive. they blow on high when they go bad

Sweet. Where's the relay located? I'd like to pull it tomorrow and replace it.
