AIRBAGS light FLASHES 2 times then 1 time Anybody tell me why?

AIRBAGS light FLASHES 1 time then 2 times. Anybody tell me why?

I just replaced both bags, the controller under the console, and both sensors up front.
The dash light flashes 1 than 2 times. This is a 12 I think. Is there something I missed?
Please help!!!

A code 21 is "diagnostic monitor not connected to vehicle properly".

I'd remove it, and clean the mounting surfaces well, to make sure you get a good ground.

Didn't work.

I paid close attention and the airbag light flashes 1--2-------1--2------1--2------1--2------1--2------then stays on.
It flashes 12 five times then stays on. I tried the jumper but to no avail.
