Any NoVa members have trouble with emissions?

I live in NoVa, specifically Loudoun County, and was wondering if there were any folks around here who have had trouble with emissions after making a modification to their car.

I am contemplating replacing my mid-pipe with an H-pipe, likely w/ cats, but I don't want to run the risk of messing with emissions.
