Belt slip?

Hey guys, new to the forum. Had a question, maybe you guys can shed some light on the situation. I have an 88 LX 5.0 with AFR heads, Comp Cam, and RPM II intake with a vortech t-trim. obviously all related fuel mods, etc. I have gotten to the point where the car will idle and drive great (without a tune at this point-coming very soon). I have a question about boost...car runs at about 5-6psi with the stock vortech 3.33 pulley. I was told that the set up would be running somewhere around 10psi. Just figured that my set was different and it was running a little lower. So to get to the 10psi that I originally wanted to run i dropped the pulley size down to a 2.95 (which based on vortech's site would be right about 10psi). Well after I installed the pulley, the thing is still running between 5-6psi. It does not make any sense to me at all. Could this be belt slip or am I missing something??? The belt is on pretty tight, and unfortunately a cog setup isn't in the budget (even though I want one BAD)...any help is appreciated, thanks.
