body work question

My friend has a 92 gt, he bought it a little over a year ago thinking it was mint, and original. Well he was off by a long shot but thats not the case today. He has some rust build up on the roof line at the rear of the car. in between the hatch edge and roof edge. If you were looking at the back of the car it would be at the top of the rear window but on the roof and not the hatch. It is where the hatch attatches to the car. I was thinking that a body shop would grind that sheet metal out and replace it with new metal?

Any ideas would be greatly appreciated.
