bouncing speedometer needle on my 2000 GT

I noticed the speedometer needle bouncing when I come to a stop, and going into neutral. It jumps from zero to random values. I did some searching and some have suggested that it may be a broken cluster (everything else seems to be working), and also a bad cable (that it may need to be greased). What type of grease to use on a cable - and do 2000's even use a speedo cable? Also, does anyone have a link to show how to access the speedo cable?

Furthermore, are there any available downloadable factory service manuals online for the SN95 mustang?
