Breslin locking headers bolts questions

I bought some Breslin locking header bolts. Since I used anti seize on them, the instructions call for 26 foot pounds. I cannot get a torque wrench on them. They are a 12 point bolt, and for some reason a 3/8 inch closed wrench would not fit on top of the head, so I had to use the open end and hook it on each thread and turn until they were tight. When they got tight, the wrench simply slipped off, like it was stripping them, but without actually stripping the heads. I am curious how tight 26 foot pounds actually is. Also, when I tighten the allen head in the middle, it says 6 foot pounds. This is what confuses me as well. Since it is an allen head, that might be like what…a quarter of a turn? From the 12 o clock position to the 3 o clock position? I do not want to overtighten and then allen head lock them into place damaging my heads. Any ideas?
