Can a catless midpipe pass emissions on these cars?

where i grew up in Texas pretty much all they had was safety inspection. no check engine light no worries, not too strict on emissions

they checked all exterior lighting, brakes, tires, wipers, horn, no SRS light, test drove the vehicle and gave you a sticker if it's roadworthy.

no wheels off in the air inspection (which i think they should do) but it's better than the stupid emission testing here in Vegas. i've seen old cars with bald tires, busted tie-rod ends, 1mm left on the brake pads, etc. pass emissions get a sticker and just keep on driving

unless you have your factory cats in place, you will likely fail the sniffer. even with multiple high-flow converters, they are not good enough to work as well at filtering/scrubbing the emissions as stock equipment. aftermarket cats are more for not getting fined for running catless than actually doing anything for emissions.

however, with no cats and the proper OBDII workarounds, passing the OBDII test would be a sinch.

case in point, when i sold my cobra, it had a bassani midpipe with high-flow cats. it failed horribly on the rollers. my emissions were double the maximum amount. went home, swapped in the stock H from my GT, and passed beautifully.
passing visual will fail with no cats.

I used to get away with it before when they ran everything on the dyno because I have a massachusetts state inspectors license

yeah you lucky other-staters. here in cali the original owner of the vehicle doesnt have to do smog or inspection for 6 years iirc, and can sell the vehicle/transfer title within 4 years and not required to smog/inspect it. however the next owner has to adhere to the 2 year rule, even if the car is 1 year old.
