Can you be running rich but not have enough fuel volume?

Trying to diagnose my high rpm dropoff. With the new engine, I upgraded to 30lb injectors, but have yet to install my new 255 fuel pump. A pretty knowledgeable builder suggested to me that a lack of fuel volume could be responsible. Thus my question, is it possible to show a rich a/f ratio but still be lacking enough fuel volume, thus contributing to the high rpm dive? Does that make sense?

If you are rich, then you have too much fuel, it doens't make any difference what RPM you are at. It also doesn't matter how much pressure or volume someone thinks you have. If you are rich, then you have more pressure and volume than you need.

Think of it as money in your pocket. If you have so many $100 bills that it won't fit in your pocket, exchanging them for the same value in $20 bills won't make you any richer.

That's what I thought. I had just read a post that said that the stock fuel pump wasn't capable of feeding 30lb injectors, not to mention a pretty well-respected engine builder looked at my dyno graph (which shows I'm running rich) and came up with the conclusion that I may have enough pressure, but possibly not enough volume. Thanks JR, you've reassured me that's not the problem.
