Can you pass emissions w/0 cats

I am thinking of putting a new mid-pipe on my04 GT and i want to get the h-pipe for the monre "muscle car" sound but the one with cats is like 500.00 and w/o cats its like 219.00. Only question is can i pass emissions without cats i live in Texas, Dallas area?
I guess i could just swap it before i have to get inspections in 2006 but.....

Also how hard of a job is it to swap the mid-pipe, is it something that i could do in my driveway?
 
I asked the guys at Dallas Mustang the same thing a few weeks ago just to be sure and they said I would have to swap the stocker back on to pass inspection. Im thinking I'm gonna just save up for a catted pipe so I dont have mess with it much.
 
YES. I have a Mac Prochamber without any cats. I just passed NC emission testing. I think the only reason I passed is because of the mil eliminators. The shop used the new emission test that reads through the computer port and not the wands in the tailpipes. I took the risk of taking it in without cats and it worked. The best part was when he was running the test, I was behind the car and the exhaust fumes where so strong I had to move. Oh yeah I forgot to add that he did not even look under the car so that helped also.
 
I live in Dallas, Texas as well and I am scheduled for emmisions in about a month. I am currently running a UPR o/r x-pipe with the MIL elim's. I've heard from alot of people around here that as long as the car isn't throwing codes then everything should be hunky-dory. I still am kinda nervous about it so if anyone on this board knows a place in or around the Big D that will pass an uncatted car without question, then please feel free to let your fellow Dallas Stangers know!
