car breaking up and running extremely rich

As the title states my car wont even hardly stay running under 3500 and from 3500 above its ok at best. i pulled my plugs and they where fouled badly so i replaced them. the picture below is after maybe 5 minutes of run time.

i had a 190 lph pump and thought that was the problem but i swapped it for a 4 cyl pump that had 60 lph stamped on the side of it and its still running rich. my pressure regulator is hooked up with good vacuum and i dont think its bad as its not leaking. can some one please help me out....

oh yea and i got codes 31, 81,82,84,85

31 - PFE, EVP or EVR circuit below minimum voltage
81 - Air management 2 circuit failure
82 - Air management 1 circuit failure
84 - EGR vacuum solenoid circuit failure
85 - Canister purge solenoid circuit failure

These could all be explained with vacuum issues (lines not connected). Without knowing any additional details, I would suggest checking all the vacuum lines to the solonoids listed with each code.

I'm at work now, but once home, I'll look at the Probst book and write back with additional details. With the condition of the plugs and the codes you listed, I'd have to think it's a vacuum leak.
