NO AFTERMARKET H OR X PIPES ARE LEGAL IN CA ON 96+ 4.6L MUSTANGS PERIOD, NO IFS ANDS OR BUTS.
magnaflow does have a legal X pipe, however it is welded in BEHIND the stock cats, it does not in any way replace the OEM cats. if you look at their CARB legal cats, they are not legal for mustangs.
