There's a trade off...
IF you have carb tuning knowledge, you'll make more power and make it cheaper with a carb.
If you know NOTHING about carbs, but have a fat wallet, then EFI will be easier.
They both require tuning once you build them, but the carb can be done yourself. The EFI can be also but then that also requires more tuning software and hence more money.
Carb = user friendly if you take the time to learn
EFI = wallet hungry but more efficient
IMO they both have the same power making possibilities in the hands of a capable builder/tuner. My point was that if i were going with a turbo i would choose EFI for the computer management since you can make a turbo car super streetable with GOBS of power. You can do the same with a carb but IMO it's not quite as safe and you have to use a carb-hat which i kinda don't like. My main love of carbs is they're amazingly technological while still being really really simple at the same time, and i can tune it myself and it's cheaper. Also when i go to do something like swap intakes, i don't have all that BS to get through. And when i mod my car i don't have to fool with getting everything else to match it...i just jet the carb and turn a few screws and it's ready to rock.
