Electrical Center Brake Light Not Working 2011

This is really strange and appreciate any help if anyone has dealt with this before.

1. Power is hot at the harness in trunk for Center Brake Light when brake pedal pushed (So it' snot the switch)
2. Both Lower Brake Lights work normally (not a fuse)
3. Swapped out Center Brake Light units and the new one did not work (not bad light)

Not sure what to test next. Thanks!
