Searched through the forums for 89 however I didn’t see anything in reference to swapping out steering wheels without all the buttons and swapping out the plastic center caps for the stainless version.

Pretty sure all the steering wheels are cross-compatible, mechanically, if you don't care about making electrical connections... but might as well go straight to aftermarket if you're trying to minimalize, in my opinion.
I don't think that there is an alternative to the plastic cap on the turbine wheels but I'd be interested if anyone has come up with a solution because I hate those things. I just took my center caps off and got chrome lug nuts... rather go for the one-piece wheel look than look at the contrast between nice aluminum and crappy '80s simulated aluminum plastic.

I saw some stainless ones at a local website however I wasn’t sure if they fit.

The 10 hole wheels from the mid 80’s had machined aluminum center caps but I don’t think they are compatible, just in the way they attach to the wheel, regardless of the diameter.
I believe the 10 hole rim caps were stainless. They never corroded or rusted like the aluminum wheel did.
The rims came with the car. I’m the third owner in 17 years at work. I believe they are pony rims?
Yes the ones I have are plastic and chewed up. I am going to paint the wheels and wanted to find a metal cap
