Closing Air Vent

I drive a 1968 coupe 289 all stock?

there is a vent underneath my dash to left of the steering wheel. and when i drive it lets Air into the cabin. this is fine during the summer but in the winter it makes the heater obselete. i have looked and i see no way of closing of blocking into from allowing air in. i could put tape over it but there must be a way to close the vent. and what is the purpose of this vent if it lets outside air in.

any info appreciated

The vent is poor man's AC. There should be a lever under the dash (mine is a little push knob). Push it in and it will close the vent. Look hard it might be broken, but there is a way to close the vent to the outside air.
