Coolant heater? Does that even make sense?

Kinda for the ridiculous climate I live in. Anyways my car has a inline 120vAC heater that is located in the lower rad hose that just started leaking. My autometer temp gauge has also indicated an increase in operating temperature from the usual 190-195 to 200-210. Is this a coincidence or is the leak causing my system to lose pressure and heat up? I am installing a new hose tomorrow (up @ 6am to install in order to get to the track on time that is 2.5hrs away) that doesn't have provisions for this heater. Just putting it out there to see if anyone thinks the new hose will remedy my problem or I need to start looking at other possible causes.
 
I believe that's a block heater. Meant for warming the engine up before starting in frigid climates. As far as that, I don't know anything else about them as I have never had one. Can you take a pic of it so I can see what it looks like and where it's leaking? I am assuming you probably live up in Canada.
