I bought cowl to hood weatherstripping for my '67. It came with seven clips (they are T shaped). I can see where the clips are supposed to be inserted into the cowl, below the nozzles for the windshield washer, but I have no idea how they fit up with the weatherstripping itself. My only guess is that perhaps I need to cut holes in the back of the weatherstripping and work the top of the T through, but I'm flying blind.

That's exactly what you need to do. With mine, I cut a tiny "X" with a razor blade, wiggled the T-clip in the rubber and worked my way down the seal. I did mine with the hood off, and installed each clip into the cowl as I went. That way you avoid a loose, floppy seal by mis-measuring the clip location.

Thanks so much, Zookeeper.

There is a curved bracket just below the line of mounting holes for this weatherstrip. On mine it is only on the passenger side, but I'm guessing that the driver's side was lost. Any idea what that is for?
